No. There is no such formula. Milliseconds are a unit of time. You can covert them into other units of time (e.g. divide by 1000 to convert to seconds) but not to other quantities.

1 second = 1000 milliseconds

x meters per millisecond = 1000x meters per second

milliseconds is a unit of time. meters per second is a unit of speed.

so they are different. conversion of same types like speed (from km/hr to meter/sec) can be done.

Multiply by 100 to give metres per hour. Now divide by 3600 to give metres per second.
