area of whole page = 20 x 40 = 800 cm ^2
area of page - margins = 16 x 36 = 576 cm ^2
area of margins = 800 - 576 = 224 cm ^2
224/800 = .28 = 28%

This is a box inside a box.
Your outside box is 20 x 40 for an area of 800 sq. cm.
Your inside box is 16 x 36 for and area of 576 sq. cm
(Your inside box has a border of 2 cm. So you have to subtract 4 from the length and width to account for the border on BOTH ends)
Therefore the area of the border is 800-576 = 224 sq. cm
Percentage is part/total so 224/800 = .28 = 28%
