Rubber in contact with other surfaces can yield friction coefficients from 1.0 to 2.0.

YES!
it can exceed unity. good qestion..
i'll give u an example..
suppose a block is sticked to the surface using fevicol..
coefficient of friction increases several times... infact much more than unity!
in most of the practical cases u wont find it exceeding unity.. but coefficient of friction can actually have any value!
