How can I change the base of log from the standard base of 10?
I believe my TI-82 STATS has almost the same stuff as the more popular (though unsold here) TI-83.

I don't know if it is possible to actually change to a different base, but you can find any base logarithm as follows
log (base a) of x = [log (base 10) of x] / [log (base 10) of a]

I believe your calculator can do 2 logs. Log=log(base 10) and ln=Log(base e)
OK well there is no way that I know of to directly do what you want so use the change of base theorem.
It says that log(sub x)of y = log(sub 10)y/log(sub 10)x
or
log(sub x)of y = ln(y)/ln(x)
The new flagship calc from TI, the nspire however can do it.
