the 4/5 can be written as .8
so you have 17.8%
that is also 17.8 / 100
And if you move the decimal place to the right you get 178/1000. But this can be reduced even further. Why don't you take it from here?

Well first off, when someone helps you to get to a certain point, you should be able to solve it for your own help.
To solve 17 4/5 you first find the decimal notation of 4/5. Starting with steps.
1.) 4/5 = .8
2.) You take the 17 from the 17 4/5 and combine it with the fraction you turned to a decimal which is 4/5.
3.) Therefore, 17.8/100 = 178/1000 = 89/500
89/500 is the simplest form.
